I have watched the news and BFAR lunched their new project named fish condo. Can anyone give me an idea how the business goes? Is there any manual for this?

Actually there is no special manual for it. If you have a particular fish in mind you need to know the common practice of raising it/ or manual for it.
rather than growing the fish in a pond you put them in containers, this is where the system becomes unique. In essence in your backyard you could raise fish.
In the video above, i think it is pangasius that they trying to promote because accordingly this fish are hardy and eat almost anything/any feed type.
