The problem is getting serious. The lack of government concern for the poultry and hog raisers is going to hurt the people in the countryside. Food security for this country can only be achieve if our government support its farmers.

The poultry and livestock industries are on the brink of collapse because of the continuing losses incurred by domestic raisers as a result of the uncontrolled flooding of imported meat products into the local market.
The warning was aired on Monday by hog raisers and even congressmen during the joint hearing of the House Committee on Agriculture and Food and the House Special Committee on Food Security. They said unless this was checked, the country was in danger of losing the two industries which are considered the pillars of the agricultural sector and major components of national growth and development.
The problem is being blamed on the unchecked oversupply of imported chicken and pork in the local market, the root of which was traced to the Minimum Access Volume (MAV), a trade arrangement that the country embraced when it signed the World Trade Organization-General Agreement on Tariff and Trade (GATT).
MAV allowed traders in the country to import chicken and pork products at reduced tariff rates, the total volume of which is within the quota of 54, 210 metric tons or 54.21 million kilos of pork and 23, 490 metric tons or 23.49 million kilos of chicken meat products annually.
Lawyer Elias Jose Inciong of the United Broiler Raisers Association (Ubra) said they have never recovered and can never compete with importers availing themselves of MAV and swamping the market with imported meat products.
He said the two industries are reeling from the wallop of this form of smuggling that, he said, is being abetted by unscrupulous government officials.
Inciong said that because the imported meat products were cheaper than those being locally produced during the initial months of every year, there is no way the locals could compete in the market.
And when the demands rise during the remaining months of the year because of the holiday season, the traders and manufacturers avail themselves of the special importation, which carries zero tariffs.
“So we are being hit twice…the cheap prices and zero tariffs,” he said.
Inciong asked that the government scrap MAV and some representatives agreed.
Rep. Romeo Acop (Liberal Party) of Antipolo City said the trade arrangement came into being when Congress ratified GATT in December 1994.
He said the MAV should have expired after 2005, but Jocelyn Salvador of the MAV office said a legal opinion rendered by the Department of Justice said MAV did not have an expiry date.
Acop called for the investigation of the issuance of MAV certifications as he noted the increased use of MAV certificates by traders and manufacturers from 2009 up to 2011.
The congressmen said that MAV the problem was exacerbated by rampant technical smuggling at the Bureau of Customs.

ask lang po,any idea kong mga kilan po malutas ang ganitong problima sa ating hog and chicken industry,as you said sa news nasa congress na po.so ibig sabihin tama po ang kutob ko lately na halos kaunti lang ang magandang ginawa ng big farms association sa ating bansa kasi hindi parin nila na sulosyonan ang paganap na pag import ng frozen sa ating bansa.do the government will solve our problem kaya?then ano naman kaya ang lagi sinasabi ng ating pamahalaan na by 2013 magiging food sufficient na po tayo locally, kong my ganitong agreement ang pamahalaan sa iban bansa.sure mag angkat talaga tayo kasi mas mura ang imported di ba....

Bakit devolved na ang system? this is to have accountability. Pag hindi maunlad ang isang lugar ang unang dapat sisihin ay local government at hindi ang national. Sa case ng pagpayag ng DA sa importation of meat products , ito ay for the sole purpose na pang canned goods lang siya. Kailangan din kasi ibalanse yun price of canned goods, although meron tayong available na meat pero kung ito purely ang gagamitin sa canned goods then tataas ang presyo ng canned goods which will affect naman lahat ng Pilipino. It is a balansing act na ginagawa ng DA hindi lang sa meat, maging sa other products. Same is true din ang nangyayari sa mga nag mamais, sibuyas etc.
another thing also malamang din hindi galing sa registered imported meat ang nakikita sa palengke. Possible din kasi na mula naman ito sa custom na misdeclared and nakalusot at umabot sa market....
Kaya ang approach is more on guerila type dapat, bantayan ang palengke from imported meat, botcha and the likes....Kasi di din naman natin masisisigurado kung meat ito through importation ng DA, Customs or farms na nagbebenta ng botcha. Ang sure lang is sa palengke ito babagsak.
Imagining nyo na lang ganito, kahit na magreklamo ako ng magreklamo sa DA , appointed yan, walang ginastos yan sa election at hindi yan tatakbo for re-election, kahit tainted ang credibility niyan walang magiging problem kasi sagot sila ng boss nila na once lang din naman pwedeng tumakbo for presidency. So, kaya devolved ang responsibility, LGU ang bhala sa inyo kasi sila ang pwedeng palitan by election(every 3 years). Pinapadalhan sila ng budget ng national para gamitin sa lugar niyo. May pork barrel si congressman para gamitin sa lugar nyo. May IRA din ang barangay.
Sorry kung medyo namamasaker ko ang LGU etc... Ilang beses na rin kasi ako nakaencounter dito sa forum na nagsuggest ako na lumapit sila sa LGU and ang feedback sa akin is hindi sila pinuntahan ng LGU sinabihan lang na magbigay ganitong gamot at kinontra lang kung ano ang initial findings ko....The mere fact na pinapapunta ko sila sa LGU nila is for the purpose na para mabisita sila at magkaroon ng definite diagnosis at magagawa lang ito kapag nakita ang animal at maassess ng tama.
And lastly, we have to remember, hindi uunlad ang isang lugar kung hindi din kikilos ang community.one thing i learned sa Public health course is that if the community is not receptive or walang initiative for sure magfail ang project.

Puro na lang sila "IMPORT", pati na ang "GALONGGONG" imported na rin, kawawa na rin ang local fisheries.. Siguro itawag natin sa kanila IMPORTED ADMINISTRATION... Tapos kung magsalita sa harap ng media laging sinasabi ang salitang "self sustaining", yun ba ang self sustaining pati galonggong imported na rin? OMG! Lahat na ata imported na hindi na ata kaya ng pinas dahil sa sariling interest, darating ang panahon na imported na rin ang government officials natin..

eric_0930, masipag nasa lgu sa area nila kung nasusurvey kayo. ano po area nila?
As you can see sa report mga congressman and hog raiser group na ang nangangalampag. Better late than never na lang. KUng nung umpisa palang ay nagkaisa na sila then sana hindi na umabot sa ganitong problem. Alam naman siguro ng mga congressman na maapektuhan ang kanilang nasasakupan sana umalma na sila agad.
Mahirap po talaga ang work sa LGU, kaya yun dapat na ibinoboto natin , ipaglalaban yun rights nyo, concern nyo, hindi takot mawalan ng trabaho and yun hindi takot mamatay... ganyan kahigpit ang kwalipikasyon dapat hahanapin sa iboboto sa LGU.
Sad to say karamihan talaga ng needs natin ay hindi kaya masuplayan ng agricultural products natin kaya needed na mag import.Problem nga lang kung gaano karami ang dapat iimport at smugling. Again data is needed dito .

kong sa sipag ginawa na natin tyaga nagawa narin pag darasal nagawa narin halos lahat ginawa na namin,kilan pa kaya gagawa ng para sa bayan ang ating ibinoto mapa LGU man o NATIONAL,tama po ang sabi ng iba HINDI pa po TAPOS ang EDSA 1 hangat hindi mag babago ang bawat tao sa GOVERNO.

Big problem especially on the selling of live pigs.
Sobra at garapal ang dayaan sa pag-timbang at sa pag-presyo kahit saan ka magpunta.
Maskina may sariling truck ka pa, paghatid nang baboy sa Manila panay ahente ang haharap.
Magkasabwat nagtatago ang manga buyers sa likod nang madaming middle man.
Di tulad dati matitino kausap ang buyers at middleman kasi dumidipende sila sa lokal na hog raiser para mag-supply.
Subalit ngayon dahil binabaha ng imported na karne sa palengke
Nawawalan tuloy nang halaga ang lokal na live baboy.
Napipilitan ang marami raiser na magpaloko at magbenta nang palugi.

54 million kilos... Ganito kadaming legal na imported na karne pinapasok taon taon sa ating bansa... Hindi pa kasama diyan sa bilang ang pinapasok sa pamamagitan nang smuggling...

Ito na po kasi uli yun tinatawag na tipping point. kaya mataas nung dec 2010 the year before that and following months puro disgrasya nangyari sa pilipinas, ondoy ,etc...
so ang tendency bumaba suply ng baboy tumaas ang presyo ng halos two years. i think ito din yun year na nag 180 price ng baboy sa palengke.
then counter naman ang mga meat processor, nagrequest sila ng imported stating na alang supply kaya mataas ang presyo sa market. at the same time madami nanaman naenganyong mag alaga kasi nga mahal ang baboy kaya nung nanganak n ang mga bboy nila and na approve ang import, baha na ang baboy sa merkado.
idagdag mo na possible over ang import plus ang custom napapalusutan pa....
Hopefully, dahil sa dami ng clamour at nalugi this year tataas uli ang presyo this coming december.
And all discrepancy in population and imports should be ironed out na.
To be honest i hate politics whether national, local or professional politics. I dont joing groups, if i hate something i just do it my way kung paano ito mapaparating sa proper authority.

after backtracking for news material about imported meat i have gotten more confused and i have to correct myself also...
They said before that the meat imports are for meat processor use only. But early 2011, they allow imported meat/ pork parts to be sold in wet market as long as they have chillers.
But noncompliance means confiscation by LGU for the reason that as per the Law, that LGU is the principal controlling authority in the regulation of meat and meat products within their territorial jurisdiction. The NMIS shall assist the LGU in implementation.
So, kung meron kayong nakikitang imported sa inyong palengke na hindi nakachiller pwede nilang ireport sa LGU para maconfiscate.

so tama pala po ang sabi mo nag bigay ang government ng permit na pwdi mag binta ng frozen meat sa wet market kaya talamak na ang pasok ng frozen,ang importer parin ang my pakana ng lahat ng iyan,kaya po ang laging ask nati ano po ba ang gina gawa ng mga big hog farms at ng mga organisasyon sa hog pinabayaan nila kasi ok lang sa kanila aminin man nila o hindi wala silang pakiaalan ang malaking na apiktohan is the backyard hog raisers.
big hog farm my mga contract na sila sa processing plan kaya ok lang sa kanila,sana sa huli mag isip diin po sila para naman sa kalahatan.
same as i doc i hate politics kaya lang wala tayong magawa nasa ugat na nang tao ang pamumulitika even mga ordenaryong tao pinupulitika na pati hanapbuhay.

THE Philippines will not suspend Administrative Order No. 22 (AO22), which effectively calls for the mandatory labeling of imported meat products, despite “warnings” from the United States government that it will block the country’s application for the extension of the quantitative restriction (QR) on rice.
Agriculture Secretary Proceso Alcala said that there have been informal talks with US government officials, who indicated that they will block the Philippines’ application for QR extension if the Department of Agriculture (DA) will not defer the implementation of AO22.
“They have informed us informally. But we will push through with the implementation of the AO while we continue with our application [of the QR] in a normal process,” Alcala said on the sidelines of the Philippine Food Expo on Thursday.
“I will not beg to them. We are talking about the Filipino consumers’ health and the livelihood of rice farmers in the country,” he added.
Last year, the DA chief revealed that a US agricultural attaché have spoken with him, requesting a review or suspension of AO 22.
“They told me that the order would affect them,” Alcala said.
Local meat importers also questioned the validity of AO 22, which covers the rules in the handling of frozen meat—particularly the unwarranted legislative power to the local government units in implementing the handling procedures for chilled meat products.
Should the US file an opposition before the World Trade Organization (WTO), the Philippines’ bid for a three-year extension its QR on rice, which will expire by July 2012, will be jeopardized.
The Philippine government is pushing for the extension of the QR, citing the need to prepare Filipino farmers for international trade and to achieve rice self-sufficiency. An extension of the QR will allow the Philippines to limit the volume of rice that can be imported by the government every year, preventing the influx of cheap rice from other countries.
Earlier, other rice producing countries – particularly China , India and Pakistan – objected to or sought concessions from the Philippines in exchange for endorsing Manila’s request for an extension of the QR.
For the Philippines to get the nod on the extension, rice-producing countries affected by the restriction can request for concessions/market access for the import of certain products—not limited to rice.
During the previous QR extension, Manila had agreed to increase its minimum access volume (MAV) for rice to about 350,000 metric tons, and reduced tariffs to 40 percent from the previous 50 percent.
MAV refers to the minimum volume of farm produce allowed to enter the Philippines at reduced tariffs.
But for the new round of negotiations, one option that Manila may offer is the lowering of the 40 percent tariff on rice imports to about 35 percent, Alcala said.

Ngayon Marso 2, 2012 bale mag-isang taon kalahati na ang lumipas...
