Is this really true now that the barangay chairmen are getting gready this applys for the whole phills?If you cut a tree the chairman wants money..if you sell a pig at the live stock the chairman wants 100 p..and something about appliances plus fans if you have good ones they want money.(taxes)?the wife says there are some new crazy rules going on there now.can anybody give me more info on this?

There are some chairman that are greedy but not all.

They are entitled for taxes but i think it is on a yearly basis.

Taxing per animal on a sales basis i think  is not appropriate.
Asking for appliance is definitely a no, no. If they are asking you to donate then it is legal. But asking you to give them appliance for approval of your farm or the likes is a different story.

Consult higher authority about it. Go to the municipal office ask assistance there.

Yes going to municipal office and ask assistance is the better way to do. "MODERATE THE GREED" :) ;) :D ;D

Be sure that is really official receipt, the one that have numbers and TIN and not the one you can find in bookstore.
