swine AI station - a project that the government should do!

I have heard of the national stud farm which is created to improved the breed of horses in the Philippines but why there is no such thing in swine? If there is such a thing do farmers feel the presence of it?
As per news, in 2004 Quedancor have inputted around 5 billion pesos in it's swine program. In one of their program they provide a farmer a piglet, then it is the responsibility of the farmer to raised it get it pregnant and if it farrowed it will return 2 piglets to the government and the government will give it to other farmers. So, it's a cycle. But i think what makes the project doomed is the monitoring.
If the government invested our money in AI stations i think it would be more effective in helping our swine raiser. A 1 million investment is enough to create the station, including boars, equipment etc.. and this station could serve 2 municipality. At the same time it could be a self sustaining project, farmers could get quality semen from this station at a price much cheaper to the commercial ones and the earnings would then be use for labor cost, electricity, building etc.
